It has been reported for years not to use ATMs here, in fact do not use international ccards here at all.
The Banks have nothing to do with the ATMs they are owned and run by a private company. Nobody that has lived here for years uses them. Get a Dominican ccard card, or only go inside the banks to use your international cards.

In all the years I have lived here I have met with pleasant helpful people and not the attitude you describe. It is all a question of how you behave, not them. Please remember this is their country and not yours, so behave accordingly and you will get a very pleasant result. A smile and pleasant attitude works wonders.
I have witnessed some dreadful, arrogant, rude, foul mouthed behaviour from ex pats here, who think they are way "up there", that is why many of us long term residents prefer the company of Dominicans
