The government does nothing to catch those people; It is like encouraging this practice. I hired lawyers and they even more rubbers. They ask you money up front and then they do nothing after.

They are worse then the unscrupulous ones you mentioned. Dominican lawyers only want your money, and up front. But don't expect them to do much for it.
