Ignore this completely. I've been here for a year at a time, sometimes longer, for th last 25 years, and just pay the exit fee when i leave. There's several people that i know living in Cabarete right now, including Russians, Canadians,Europeans, and Americans, who have been here years as well, and just pay the exit fee when they go home for vacation. If you want to become a resident, feel free to go through the process, but you're certainly under no obligation to do it.

I have never heard of anyone, ever, getting into trouble for over-staying there exit fee here. So, the claim up above is totally unprecedented and unsupported and unenforced and absurd. period. I work at a restaurant here and meet people everyday who over stay there exit visas by several months, if not years, and not once, have I ever heard of anyone, ever, getting into trouble. you simply pay the amount which is printed on a chart and you leave and return whenever you want. this claim up above is the craziest thing i have ever read anywhere regarding tourists.

The exit fee goes up incrementally, starting at a few hundred pesos for a few extra weeks to several thousand pesos after a few years. it caps/maxes out at a certain level...but i forget. i think my canadian friend who left in June paid something like $400 or $500 after being here 7 years!!!

As most of the above people noted - overstaying does NOT make you illegal - you just pay a prorated set fee when you leave that is way way less than the above. Also, why do lawyers not tell you that if you buy a condo here you can go right to citizenship for a lot less than the residency process, while keeping your citzenship back in what veer country you came from.
