Hi Jim
that's a big subject! There certainly would be no laws stopping you doing this, but you will likely come across some obstacles.
Have you been to the DR before?
Have you done boat repair before?
And lastly, do you speak Spanish?
If the answer to any of those is no, then it will be difficult to get the business off the ground - but not impossible!
Good luck!

Hi there,
I am just finishing up with a very similar situation. I now live in the DR and am currently waiting on my residency. It has been aproved, I am just waiting for the final paperwork to finish going throught the various governemtn offices so that I can have my cedula (ID card). I have also registered a business name here. Personally, I recoment using a lawyer to help with this stuff. I have an incredible lawyer that I would be happy to introduce you to if you wish. He charges $1000 US for the entire process from the initial aplication to getting the cedula. He is incredible efficient and really works hard to get the job done. He will also help with lots of other things under that same price. For example, I purchased a vehicle and he helped with all of the paperwork to make sure all of the "t's" were crossed and "I's" were dotted. If you would like to discuss in more detail, you may call me at 809-330-0594.
