could anybody tell me the best way to come from santiago airport in the early morning to cabarete area using public transport, taxis,busses,trains etc.

taxi is certainly the easiest, although it will probably cost $100-200.
Caribe Tours buses leave Santiago from 6am. They go to Sosua which is just a short trip from Cabarete, and you could get a taxi from Sosua to Cabarete

sorry I don't, but you should be able to get a taxi easy enough to the depo.
