The tenth annual review by the Department of State on the international fight against human trafficking and sexual exploitation warned 13 countries that they do not meet minimum international requirements and could face sanctions from Washington unless they improve the situation.
The Dominican Republic, Cuba and 11 other nations were placed in the lowest rating for efforts against human trafficking.
"The government of the Dominican Republic does not fully meet the minimum standards for the elimination of human trafficking and has not taken significant efforts to achieve those standards," said notes from the 2010 report, released Monday by the State Department.
"The government has not sentenced any traffickers, nor any officials possibly complicit in trafficking, since 2007. The results in the areas of victim protection and prevention of trafficking were also limited," continued the report.
Dominican Republic had already received the low rating in 2003, but from 2004 until last year had fallen from the list of countries under observation, which could be sanctioned for not improving its efforts to combat the scourge. Cuba received the worst rating since the first issuance of this report in 2000.
There was no response on Tuesday to calls to the Dominican Embassy in Washington for comments on the report.
The U.S. government could suspend non-humanitarian economic assistance and non-commercial links to the countries receiving the worst rating in the fight against human trafficking.
The United States also could oppose these nations receive assistance from international financial institutions like the International Monetary Fund and World Bank.
