The Indotel board called for public consultation to gather information about the initiative which is part of the Biennial Plan of Development Projects 2009 - 2010, to be implemented with resources from the Development Fund for Telecommunications (FDT).
Vargas said the project will be implemented in 100 villages, especially in communities where there are institutions that promise to meet the cost of operation and maintenance, "the target in the medium term is to provide free public access in each municipality and municipal district of the country.
He said the project aims to enable the installation of infrastructure to access broadband Internet in public places nationwide.
"Indotel has been encouraging investment to expand coverage of advanced public telecommunications networks throughout the country," the official said.
"These are beyond the reach of the vast majority of the population, especially students and young," he added. He said many students now use laptops as part of their studies but have no access to the Internet at home.
It is in this context that Indotel has developed the program which will run within the next 12 months to complete the work in the 100 communities identified.
