The rule of law in the country remains weak, with State institutions "with resourced and understaffed" "faced significant challenges in providing basic services for the population in the areas of safety, health, education and social welfare", noted the IACHR in a communiqué.
Thanks to international aid there has been progress since the earthquake of January 12, 2010, he left in ruins destroyed a good part of the country's infrastructure and killed 200,000 people, said the Commission of the Organization of American States (OAS).
Has been reduced to half a million the number of displaced persons has increased children's access to the educational system and reduced mortality by u000acholera, among others.
But the IACHR expressed "its concern at the enormous challenges that remain" in the poorest country in the Americas.
"The situation of the Haitian population remains vulnerable, and the consequences of the disaster remain visible," lamented the Commission.
The international community should "intensify efforts in order to be able to continue offering humanitarian aid and implementing programmes of recovery and development that the people of Haiti need urgently," indicated.
One of the priorities should be the strengthening of the judicial system, to ensure accountability, he stressed the IACHR.
