Japan recognizes the bad decision after the tsunami

The disturbing image of workers harassed and clumsy and confused Government officials to respond to the problems in the nuclear power plant in Fukushima Daiichi was reflected in the report detailing an investigation of the Government.
Underestimation
507-page report, compiled after interviewing more than 400 people, including employees of the company and Government officials, found that the authorities grossly underestimated the risks of the tsunami, assuming that the highest wave was six metres (20 feet).
However, the tsunami hit at an altitude of more than double. The report criticizes the use of the term u000a"soteigai", meaning "out of our imagination", which implies that the authorities were to evade responsibility for what happened.
Adds that to say that the events were beyond than expected, officials caused public distrust.
The report, which will be ready by mid-2012, warns workers of Tokyo Electric Power Co., the company that manages Fukushima Dai-ichi, were not trained to handle emergencies of this magnitude.
