Thirty heads of State and Government inaugurated yesterday in Caracas Summit constituent community of Latin American countries and Caribbean (CELAC), which was created as the "seed of the new America", said the President of Mexico, Felipe Calderón, in whose country the project in 2010 is gelled.

"This is the Decade of Latin America", according to Calderon, in charge of opening the III Summit of Latin America and the Caribbean for integration and development (CALC) in the Venezuelan capital, chosen to give birth Saturday to a new mechanism of integration which excludes United States and Canada.

Said that this integration should allow "the Exchange safe, fluid, goods, services and people" and "end poverty and inequality", as well as "protecting the environment".

The Mexican made vows to make this mechanism"fruitful and enduring" and, finally, made clear that the nascent CELAC "is the" u000a"seed of the new America".

A turn, the Venezuela President, Hugo Chávez, he defended vigorously the new forum and called the 33 countries that integrate it to move forward "without hesitation" on the path of unity. "Hesitation would lose us." "Let us move forward without hesitation that this is the way, unity, unity, unity", sentenced Chavez, who heads hosted its first major international event after having been operated from cancer in June past.

In a speech devoid of Protocol and that it glosó with quotes from several books which took to the pulpit, Chávez paid tribute to the deceased former Argentine Nestor Kirchner, to Cuban leader Fidel Castro and the Brazilian Luiz Inacio Lula Da Silva exmandatario.

A research in whole
this Summit brought together to the almost all of the leaders of the region, with the exception of the Costa Rican Laura Chinchilla, the Peruvian Ollanta Humala and the u000aSalvadoran Mauricio Funes, whom they apologized and sent representatives.

All expressed their support to the CELAC, whose formation was adopted by the Rio Group in Cancun in February 2010, and the need that this new mechanism discussed regional problems without the presence of the us. The President of Cuba, country organized the Summit from the CELAC for 2013, neglecting the creation of the Agency of "gigantic event," and stated that "for the first time in history" would be an organization of "our America".

Euphoria her darkened slightly the nicaragu¨ense President, Daniel Ortega, when he said that the Forum "lack Puerto Rico".

He also asserted that in Caracas, "a death sentence" will be issued to the Monroe, imposed 188 years ago by former US President James Monroe doctrine and that it shored up the expansionism of that power in the region.
