Major air disaster imminent say pilots

The NPA says it has to bring attention to the report for January which detailed 307 incidents, which is equivalent to 10 a day or 3684 per year.
Citing the Manual of Operational Safety Management (Doc 9859) of the International Civil Aviation Organization (ICAO), the NPA quotes Chapter 4 which says, "that incidents are the precursors of accidents," and refers to the 1:600 Rule, indicating that, for every 600 incidents reported in which there were no injuries or damage, there are approximately 30 incidents which result in damage to property, 10 incidents of serious injury, and one case of very serious injury or death.
The Pilots Association has requested an explanation from the authorities of the Dominican Civil Aviation Institute (IDAC) on the January report from the Incident Prevention Unit (ATS).
The Association expressed grave concern over the report which defines "incidents" as meaning that aircraft were on a collision course by inadequate procedures, repeated violations of airspace, and lack of coordination with military aviation.
In addition, they reported that 25 of the most experienced air traffic controllers are in administrative positions in the IDAC, leaving the security of Dominican airspace to chance.
