Miguel Vargas proclaimed as PRD presidential candidate, by his followers

The sector of the PRD polical party (Partido Revolucionario Dominicano) that follows Migual Vargas as leader, yesterday declared at a convention of delegates that Miguel Vargas was officially the PRD presidential candidate in the forthcoming elections.

This is despite the recent election on March 6 that supposedly declared Hipólito Mejía as the winner and therefore the official presidential candidate for the PRD

The crisis that divides the PRD into two, deepened yesterday when the organizing committee of the XXIX PRD Extraordinary Convention rejected the suspension of Emmanuel Esquea Guerrero as President of the organization and outlawed the resolutions of the Political Committee convened on Monday by President of the committee, Miguel Vargas.

In a statement about alleged irregularities to thousands of leaders across the country, Vargas said that after an inquiry there were four options available to the party.

The first is "to annul the Convention", the second is "negotiating with Hipólito Mejía," the third "stop Hipólito being a candidate and stay on the sidelines, and the fourth option calls for "convening the Convention of Delegates and proclaim Miguel Vargas as a official candidate."

The latter option received the acclaim of most of Vargas's followers gathered in the Dominican Fiesta hotel.

Vargas asked the XXIX Extraordinary Convention Organizing Committee yesterday to exclude 2,110,487 PLD members and more than 211,751 PRSC members from the March 6 vote.

He said that according to projections made, there were 193,154 eligible voters, but at the last PRD convention 366,528 PLD and PRSC voted.

Vargas said that the "institutional crisis experienced by the PRD today was caused by a biased committee which works on passion rather than reason."

He said the standard for the convention should be set, that total voters could not exceed 3,921,526, but the commission allowed5,905,964 voters.

He presented an example where known leaders of the PLD and PRSC were eligible to vote, such as Jaime David Fernández, Luis Manuel Bonetti, Adriano Sánchez Roa, Félix Bautista and Margarita Cedeño de Fernández.

Also the president of the Junta Central Electoral (JCE), Roberto Rosario, Amable Aristy, Karina Aristy, Prim Pujals and Charlie Mariotti.

He said the organizing committee decided to cancel 456 records, representing 140,000 votes, saying they were not received.

"When you have verified that at least 139 records are classified as not received the signature of all members of the polling stations."

Esquea refutes Vargas
Emmanuel Esquea Guerrero refuted Vargas' suggestions that 304,279 PLDand 62,249 PRSC voters from outside the PRD party were counted.

Vargas said that he sent a letter to the PRSC president asking for a copy of the PRSC register, 12 days after the convention, on 18 March.

"I wonder why Miguel Vargas did not ask for the register of the PRSC before the convention? Because his technicians knew they had come across 3 or 4 thousand PRSC members only, no more.. What happened is that he thought he would win with those 211,000 PRSC who are on the registry whom he delivered after the convention, "he said.

He explained that Vargas's arguments were "not serious and seek to justify the unjustifiable, because now it suggests a standard two million PLD.

The Commission
In a resolution signed by eight of the 12 members of the organizing committee of the previous PRD convention, the agency deplored the manner in which Vargas is now channeling his claims against the voting results on March 6.

It reiterated that the Policy Committee has no jurisdiction to address issues concerning the conventional process, as indicated by the statutes of the PRD, which only empowers the National Executive Committee.

"This decision is even more valid considering that those who voted for it were only the fellow group members of Miguel Vargas,"  said the resolution.

Members of the organizing committee said they are commissioners of the actions of Esquea and who have shared their unanimous decision in the adoption of resolutions.

Ensuring that they comply with the work schedule, which plans to launch the assembly of delegates before April 6, they intend proclaim as a presidential candidate, Hipólito Mejía of the PRD.

The resolution was signed by Esquea Guerrero, president, Milagros Ortiz Bosch, Vice President, Hugo Tolentino Dipp, second vice president, César Sánchez, Hector Cruz, Ivelisse Prat de Pérez, Jean Luis Rodríguez and Teófilo Tavárez.

The four remaining members of the commission, Geanilda Vásquez, Julio Maríñez, Roberto Furcal and Janet Camilo, support the claims of Miguel Vargas.

Hipólito position
Former President Hipolito Mejia considers as unacceptable and legally baseless the decision of the Vargas group, on behalf of the Political Committee, Emmanuel Esquea or any member of the organizing committee of the Convention.

The elected PRD presidential candidate recalls that the first resolution of the National Executive Committee (CEN), dated December 6, 2010, which designated the National Organizing Committee, accepting a bill passed by Congress José Francisco Peña Gómez. This resolution, says the former president, in particular designates Esquea Guerrero as president and Ortiz Bosch and Tolentino Dipp, and vice-presidents, so that "the alleged lack of quality political committee to replace no member of the organizing committee, let alone its chairman."

"We reiterate our support for the organizing committee headed by Esquea and call Miguel Vargas to abandon this path that does not contribute to the unity and drive to win the party's base," he said.

STEERING BODIES PRD
POLICY COMMITTEE:
Art 34 and 35. According to the statutes of the PRD, the political committee shall meet regularly every seven days and extremely few times when called by the party president, the secretary general or thirds of its members. It is an agency of the National Executive Committee (CEN) and has among its powers to determine the tactical line of the party and lead it in its work daily.

Summarily decide any cases which in his opinion, right pacible expulsion to any member of the party, debiéndose submit this decision to the CEN. Suspend any member who commits a serious offense, subjecting it to the National Discipline. Also ensure unity within the party and inform the NEC for its decisions.

EXECUTIVE COMMITTEE: Art from 28 to 31. The CEN is the highest executive body of the party leadership and is composed of a heavy enrollment of all party organs, as well as lawmakers, mayors, members elected to Parlacen. Normally meets once every three months, organized by the Political Committee, the chairman and the secretary general and, extraordinarily, organized by two-thirds of its members, by political committee or the chairman and the secretary general. Convened the National Convention and National Leadership in Parliament, with approval of at least two thirds of its members. Also by implementing and enforcing agencies and members of the party resolutions of the National Convention of National Leaders and plenary own.

PLENARY LEADERS: Art 25 to 27. National Leadership plenary will meet whenever convened by the Political Committee or by two-thirds of the CEN. Hears and decides cases brought before the CEN or other extraordinary submitted by the Political Commission. The members of CEN, municipal leaders, provincial ministries, directions, front mass, sectional, legislators and mayors.
