Article 200 of the Constitution provides that municipalities may provide means within its demarcation expressly established by law, provided that they do not colidan with national taxes, inter-municipal trade or export nor with the Constitution or the laws.

The law 176-07, the National District and the municipalities, enshrines the rights and obligations of the local councils.

In the country there is a Council by each municipality, because the idea is decentralization and that there are many municipalities to provide better service municipal to the population.

Councils are nurtured, principally, a large amount of money that gives the central tax revenues and Government taxes and means to manage.

Only in the national district there are means to outdoor advertising, such as signs and fences, the closure of roads, ramps, parking, wells u000afilter, awnings, gas stations, motels, washing of vehicles or carwash and others, not counting payments by collecting garbage.

But still, the Councils in the country continue to be a major disaster and provide a poor service to the population.

Put some
1 ejemplo:
) sidewalks of the city have become areas for parking vehicles, even before the indifferent eyes of the authorities, especially in restaurants, clinics, churches and sites public.

The AMET gets this because it says that the sidewalks is the Town Hall.

Even you are granting permissions so that some businesses occupy the sidewalks, either with signs, such as parking for vehicles or with tables and stalls, because there are who believed that the pedestrian is not people and should be thrown out the streets.

(

2) Are being constructed buildings without planes, including many who already occupy part of the sidewalks, violate the boundaries and are dangerous. Not u000aworry about complaining that no one will make you case.

(

3) Garbage continues to be the dish of the day of the municipal

(

4) In the parks and public spaces no one could have peace, for loud music, the loudspeakers and the peynadoras operate without control and respect for others, not to say that they are blessed by the municipal authorities. For example, it is common to see many vehicles on the grass of South's viewpoint or large, even religious holidays, with loud music.
