Municipal means for disaster

The law 176-07, the National District and the municipalities, enshrines the rights and obligations of the local councils.
In the country there is a Council by each municipality, because the idea is decentralization and that there are many municipalities to provide better service municipal to the population.
Councils are nurtured, principally, a large amount of money that gives the central tax revenues and Government taxes and means to manage.
Only in the national district there are means to outdoor advertising, such as signs and fences, the closure of roads, ramps, parking, wells u000afilter, awnings, gas stations, motels, washing of vehicles or carwash and others, not counting payments by collecting garbage.
But still, the Councils in the country continue to be a major disaster and provide a poor service to the population.
