No electricity price hikes says Marranzini

He said the government will continue to absorb the difference between the real price of energy and the resulting periodic adjustments, which are based on variables such as fuel costs and the exchange rate.
He recalled that the electricity tariff has been frozen since December 2005, and only in June and July 2009 was there an adjustment of 12.1 percent.
Francisco Mndez, the Dominican Superintendent of Electricity also said the electrical system is almost recovered and only needs strengthening, but that last week the crisis deepened with some plants going off-line.
In addition, Mndez defended Marranzinis management of CDEEE and criticized his detractors as politicking, saying the entire electricity sector is working together to achieve the recovery of the service.
He maintained that at present supplies were at 80 per cent of electricity demand and the deficit of 20 percent was part of a considered rationing plan.
Mndez was speaking after depositing a wreath at the Altar of the Fatherland on the occasion of 166th anniversary of National Independence and the celebration in February, of the Month of the Fatherland.

I don't get this bit...

How is the tariff frozen, if it went up 12% in June?????
