Viewed 12 times. The Permanent Council of OAS adopted yesterday a report to improve the implementation of the Inter-American Democratic Charter, which includes recommendations to deal with crises such as the Honduras and proposes the creation of the figure of the special work rapporteur preventive.
The report, prepared at the request of the General Assembly that the OAS held in June in El Salvador, was about to not move forward on several proposals that I wanted to include Venezuela and which were rejected by countries such as Canada and United States.
. The Venezuelan delegation suggested greater emphasis on "participation of the people" and talk that has "surpassed the notion of electoral democracy", something that didn't like to the Secretary general of the OAS, José Miguel Insulza, who intervened several times to express his disagreement "with vehemence".
"Democracy is not just elections, also is participation, respect for human rights (...), but" u000a"there are ideas of direct democracy which I disagree," said Insulza, whose comments were supported by countries like Costa Rica.
