He explains that he had requested the cooperation agencies and the various ministries involved in foreign aid to implement their new guidelines and to submit a report with its advances within 180 days. "I am deeply concerned violence and discrimination against GLBT people around the world", has been added.
Most of civilian assistance for us cooperation channelled through the Agency for international development (USAID). Major recipients of its funds are countries that do not have explicit protections for the Group GLBT.
