Obama conditioning foreign aid

Barack Obama has become the first American President to formally equating the rights of homosexuals and transgender human rights, and in order that financial aid to United States send abroad conditional to the respect for the rights of these two collective.

The White House has ordered its embassies and agencies that pressure on recipients of humanitarian assistance to be treated with dignity to gais, lesbians and transsexuals, and assured that it will increase its efforts to offer political asylum to those members of those groups who are persecuted in their countries of origin.

"efforts to put an end to discrimination against people gay, lesbian, bisexual and transgender (GLBT) is a global challenge and something essential commitment to us in promoting human rights," said Obama in a memorandum sent Executive to the u000amedia.

He explains that he had requested the cooperation agencies and the various ministries involved in foreign aid to implement their new guidelines and to submit a report with its advances within 180 days. "I am deeply concerned violence and discrimination against GLBT people around the world", has been added.

Most of civilian assistance for us cooperation channelled through the Agency for international development (USAID). Major recipients of its funds are countries that do not have explicit protections for the Group GLBT.
