For the first time in 66 years, the Dominican Republic attracted the interest of many of the leaders attending the sixty sixth session of the Assembly General of organization of the United Nations (UN) and obtained important achievements by placing the nation as a focus on relevant issues overall.

President Leonel Fernandez, in his tenth dissertation at the UN on September 22, raised a number of proposals on regulation with scope International, for the purposes of ensuring the transparency of markets and the stability of prices of food and oil.

In a 15-minute speech, the Dominican representative raised, moreover, that the United Nations to adopt in its resolution, the ban of food serve as financial assets, under the understanding that they should only serve to guarantee the survival human.

Fernández, representing the Dominican Republic in u000athe United Nations for the last time this term, suggested to increase the security deposit which is granted for the subscription of the futures contracts, as a way of limiting speculative trading that generate uncertainty and lack of foresight in the markets, and also contribute to the excessive volatility of the price.

"For this is essential to ñrefirió the mandatarioñ setting a limit to the volume of transactions that can be performed in the futures markets those participants such as insurance companies, investment banks, pension funds and property, among other funds, which have nothing to do with the physical product operation".

Another measure proposed by the Dominican State Chief in the most recent regular session of the General Assembly of the United Nations, was the tax to 5 percent international financial transactions and deposits in tax havens with a view to stabilizing the economy u000aworld.

Fernández said that with the implementation of those resolutions, would be an important step to solve the problem of financial speculation which has condemned a large part of humanity to hunger and misery.

The head of State to speak on behalf of the Dominican Republic proposed that "seeking our initiative is very simple, fair and of paramount importance: achieve this the UN General Assembly to declare for the benefit of humankind, that food can not be considered as a financial asset".

At the end of his speech, the President was expected by a long row, consisting of people of various nationalities and delegates from other Nations bided Fernandez to his departure from the General Assembly to greet and congratulate him on his participation.

Prior to the Dominican representative put these initiatives to the UN, to deal with financial speculation in u000aprices of food and oil, Ban Ki-moon, Secretary general of the influential global organisation, received for 40 minutes with Fernandez in a bilateral meeting, meeting during which congratulated on his leadership regionally and globally, the head of State at the same time, catalogued his proposal as "an initiative that contributes to peace, stability and prosperity in the world".

Within the framework of that meeting, held in the UN headquarters in New York, in the Office of the highest leader of the Organization, Ki-moon promised to work together with the Dominican Republic that Fernández proposal will be approved this year.

During the recent participation of Fernandez in the UN, who next year will deliver the power, the proposal of Dominican Republic, found the backing of several leaders and dignitaries gathered in the 66ta General Assembly of the Agency, with whom the ruler held working meetings and meetings u000abilateral.

Among these leaders stress the Colombia President, Juan Manuel Santos, the King of Jordan, Abdallah II Ibn al-Hussein, the President of the Palestinian national authority, Mahmoud Abbas, who at that time spoke with Fernandez on their plans to visit the Dominican Republic for support to his country was recognized by the UN as a State, trip that made the last 7 of October.

Other bilateral in UN meetings expressed their support to Fernandez, the President of Equatorial Guinea, Ngema Obiang, as well as the director for Latin America and the Caribbean of the United Nations for development, Heraldo Muñoz.

During the previous months to attend the UN, containing 193 countries, Fernández had attracted the support of dozens of Heads of State and monarchs who expressed through letters, its support to the proposal raised around the need for this multilateral body to adopt u000ameasures firm against financial speculation in international markets, oil prices and the food

Result of this active and dynamic participation by President Fernández in the UN, the Dominican Republic has managed to occupy important positions inside the organism, being one of the more recent, initiative HOPEFOR.

HOPEFOR, is a framework for global cooperation to improve the effectiveness of the resources of Defense military and civilian in relief operations, developed by Qatar, with the support of the United Nations Office for the coordination of affairs humanitarian.

La Dominican Republic, Turkey and Qatar have decided to unite their efforts in the presentation of the initiative HOPOFOR, in order to fulfil the main objectives of this plan.

As a result of the participation of Fernandez in the meetings of the United Nations, our country together with these two Nations will convene the International Conference u000aon the initiative of global cooperation, in order to discuss the handling of military assets in the operations of relief and identify ways to give a more efficient use to these resources, in full respect for humanitarian principles.

Sponsored by Qatar, Dominican Republic and Turkey, the General Assembly adopted last July, a resolution which highlights the initiative's HOPEFOR, with an emphasis on the decision of the three countries to convene a Conference on this aspect.

At the end of this international meeting convening three Nations will be submitted to that body of the United Nations, a report on the results of the Doha International Conference, with the aim of contributing to the continued efforts of the United Nations in strengthening the system of relief from disasters.

The most recent achievement of the country in such an agency and as a recognition of the leadership u000aDominican on the most pressing economic issues on the international stage, the Dominican Republic was elected member of the ECOSOC and UN Social by the 188 countries present at the General Assembly late last October.

From the year 2009, the foreign service have worked hard to make that choice, that brings the country stage qualified to continue their struggle in favour of price stability, food security and the collection of the Millennium development goals, as promoted by Fernandez.

This is the third time the country entering this important organ of the United Nations, whose mission is to act as a central forum for the discussion of international economic and social issues. The first was at the end of the Era of Trujillo, during the period 1955-1956; and the second time during the period 1978-1979 during the administration of Antonio Guzmán.

In recent years, the u000aDominican Republic, under the leadership of Fernandez, following its guidelines for developing an active diplomatic policy and continued in the areas of international debate involvement, has achieved important positions in the UN, notably:

in 2005, was one of the four Vice-Presidencies of Spanish-speaking of UNESCO, for a period of four years; in 2005, the election as a member of some subsidiary bodies of the UNESCO, which quote below: International Bureau of education ñOIEñ based Switzerland; International Council of the programme: Management of social ñMOSTñ transformations and Executive Committee of the international campaign for the creation of the Museum in Aswan and the National Museum of Egyptian civilization in Cairo.

In the year 2007, Dominican Republic was elected to Vice President of the Committee of the FAO programme, in the person of the Dominican Ambassador to that entity, Mario Arvelo Caamaño; in u000a2008 was Vice President of the Fifth Committee of the Assembly of UN, period 2008-2009; in September 2010, the Dominican Republic took over the Chair of the Board of trade and development of the United Nations Conference on trade and development (UNCTAD).

In November 2010, the country was chosen for a period of three years to form part of the first Board of Directors of the newly created entity to the gender equality and the empowerment of women of the United Nations (UN women); and in 2011, Dominican Republic was re-elected as a member to the Committee on legal and Social of the women of the United Nations, for the period 2012-2016

In the previous work of this series, we stress the diplomatic work and the performance of various rulers and representatives Dominicans to the United Nations General Assembly during its 66 years of existence, in which we focus each of the u000ainterventions of our leaders, the issues that led to this international body and the reception that these approaches were among the members of this organization.

Both Joaquín Balaguer, Salvador Jorge Blanco as Hipólito Mejía, spoke in this multilateral body on the problems currently affecting the Nations of the region, especially the Dominican Republic. These rulers, presented its proposals at the UN only once during his terms, being represented by their respective Ministers for Foreign Affairs in the other opportunities

Leonel Fernández, from his first address to the General Assembly in 1996, showed considerable interest in establishing the difference and implement a new policy of Foreign Affairs projected to Dominican Republic as one of the main voices of the Caribbean in forums international.

His ten speeches at the UN, the Dominican State that posts u000aOrganization, achieved under his leadership, and support that have received their proposals within that entity are indelible marking an earlier and a later in the history of the country's diplomatic relations and their action in the most influential multilateral body, results which will be judging the present and future generations.
