Roger Radja Nhora, from the US says he was driving near the Monument in Santiago with a friend when two police officers on a motorcycle ordered him to stop.
When he stopped his white Mercedes, the policemen demanded all the money he had in his possession.
According to his complaint, which Nhora filed immediately after at a police station, after he had handed over RD$13,000, the policemen then forced him to go to an ATM where they removed a further US$6,000 from his account.
Although the two policemen hid their faces, says Nora, he noticed one had a distinctive wart which enabled him to be identified.
Brigadier General Juan Ramón de la Cruz Martínez, commander of the Central Cibao Police Division, assured that the commission investigating the complaint would check all the details, and the two agents accused, Mario Nel Romero López and Víctor Jose Paulino Herrera, if found guilty, would be dishonourably discharged and brought to justice.
Lieutenant Colonel Antonio Calvo Pérez, police public relations officer, says that the officers are being investigated by the Attorney General and the Department of Police and Internal Affairs.
"When we took on the job, we said we would not allow bad cops to tarnish our uniform and that is why we have acted, so that citizens can be assured that whatever happened in this incident, we will find out and bring those responsible to justice," he added.
General Cruz Martínez invited all local residents to continue to report any police officers committing crimes.
