Viewed 23 times.The former Mayor of New York, Rudolph Giuliani, said yesterday that any State or nation to succeed in the fight against crime and delinquency, is needed from above a clear political will to always act against corruption and violation of the law, especially in police systems and justice.
"No matter the number of agents with the police, if they do not act correctly and if you don't have control over them, it will be an infuncional police," said Giuliani, noting, at the same time that police work has to be backed up by judges aware that criminals should be in jail.
Giuliani, American politician and lawyer, gave a keynote at the Ambassador Hotel, titled "How to build a safe society", before a select audience of entrepreneurs and representatives of mass media, organized by Rep. David Collado, u000aproducer of the entrepreneurship program, and hosted by LISTÍN DIARIO, VICINI and other companies.
In his lecture, Giuliani spoke about his experience as Mayor of New York and the way in which that city won in eight years reduced by more than 70% common crime and crime violent.
Said it was necessary to develop short- and long-term strategies to combat crime: the first involves the preparation of an honest police, controlled and segregated corruption.

A police force where their heads allow corruption and where does not punish the corrupt members, is an infuncional police, where there are many spectators, who are not involved in corruption, but feel demoralised to see that it does not punish the corrupt, pointed out.
According to Giuliani, an information system to enable the authorities to know where and how the crimes and offences, occur is essential.
"Through the Compstat system could analyze what kind of offences being committed, where there were more frequent and know who committed them," said adding that the heads of 77 new headquarters u000aYork studied each day statistics and met every week to analyse and respond immediately.

Rudolph Giuliani was born in Brooklyn, New York, 1944. Son of Italian immigrants, he studied in Manhattan and graduated cum laude in law at the University of New York in 1968.
Nothing else becoming a lawyer, preferred the prosecution to the defence and joined the Office of the New York District Attorney, to jump to Washington shortly thereafter. At the age of 29 he was appointed Chief of the Narcotics Unit and was promoted to the position of lawyer in the nation. In 1975 came to Washington, where he was appointed Assistant Associate of the Attorney-General and Chief of staff.
His brilliant career he became, with 37 years, Assistant of the Prosecutor General of United States, William French Smith (1981-1983). From this position Giuliani oversaw all of the dependent federal agencies of the u000aDOJ: Office of corrections, the Federal Agency against drugs and the Commissioners Office. In 1983, he was appointed Prosecutor of the Southern District of New York, where he led the fight against drug trafficking and organized crime. He could boast of having won 4,152 cases and lost only 25 as District Attorney. His fierce fight against corruption and the mafia was the first recognition which took of their fellow citizens.
