The President of Haiti, Michel Martelly, yesterday announced the creation of a Commission that will design the plan for the restoration of the army, which was disbanded in 1995.

"The dignity of the Haitian people" requires the creation of a "new army", proclaimed Martelly in a speech to the nation during an official ceremony held at Champ de Mars, main Park of Port au Prince, now occupied by victims of the terrible earthquake of 2010.

By Martelly, next week will be promulgated a decree on the establishment of the civil Commission to "flesh out the issue of the new force for the defence of the Republic of Haiti".

The ruling set a deadline of 40 days for the completion of the work of this Committee and expressed the wish to announce the plan on January 1, 2012, anniversary of national independence.

Martelly indicated that the decision must also concern respecting the Constitution of Haiti, which provided for police and military, and also to respect a promise election.

The restoration of the army, he said, represents a condition for the departure of the United Nations Mission for the stabilization of Haiti (Minustah), composed of military and police personnel from several countries were deployed in Haiti in 2004.

He also emphasized that the re-establishment of the army will not diminish his attention to the need of professionalization of the national police of Haiti.
