Says PC disqualifies to observe elections

José Angel Aquino, Member of the Central Electoral Board, found yesterday that the civic movement citizen participation dismisses as an independent entity for the observation of Dominican elections by "hostility which holds" against the electoral body and when falls into making statements which have no basis in reality.

In written statements, Aquinas says that PC violates the "statement of principles global for the observation and monitoring of elections" and the "code of conduct for citizens and observant citizens and not supporters of election monitors".

Points out that those two instruments are part of the Protocol of the Lima Accord, international body that brings together electoral observation and authorities of the citizen participation part, so it should try to conform to them.

A judge of the JCE pointed out that in its first election observation report, issued the u000aNovember 2, 2011, the Organization of civil society lack of blatantly true when referring to the internal situation of the Agency in that order, Aquino clarified that the Electoral Board of Santiago was elected unanimously by vote of the plenary session of the Agency, so it denied that it has "disintegrated" by the resignation of two of its members, as asserted by citizen participation in its report.

"Everything seems to indicate that citizen participation reiterates the conduct of lying in order to weaken the JCE, breaking the principles underpinning the participation of civil society as observers in electoral processes," argued.

Aquinas says that PC is also wrong to defend the right of exclusivity of observation of the electoral process, because all social organizations in the country be credited properly have the same power for the observation of the electoral process referred.
