The Board and OAS agree to audit system computations

Viewed 17 times.The Secretary general of the Organization of American States (OAS) praised advances technological and transparency with which handles the Central Electoral Board, and was grateful that the Agency has requested it to carry out an audit of the Centre of computations and the Electoral Roll.
Insulza made spoke after signing with the JCE President, Roberto Rosario, a cooperation agreement at the headquarters of the OAS, here in Washington; whereby the Agency audited the transmission of results and electoral computer system, as well as the Electoral Roll prior to the elections of 20 May.

Insulza said that the OAS has a vast experience in u000aperforming audits to electoral rolls, and cited cases of Ecuador, Bolivia, Guatemala and other nations where the entity has worked in that process

On their side, the President of the JCE, Roberto Rosario, thanked Insulza contribution and the contributions that has been providing to the electoral tribunal and the Dominican people in the consolidation of democratic processes which have been carrying out in the country permanently.
Experience "is important to recall that in 1994 the OAS played a stellar role in the" u000a"Dominican Republic, with regard to electoral processes were carried out and not let the full satisfaction of the Dominican people and political and social actors", said Rosario.
Added that Dominican Republic in today enjoys a strong and mature electoral system, and also from a technical point of view, has, but the best, one of the best electoral rolls in Latin America, thanks to those contributions that permanently the OAS to the JCE and the country has been doing.
"It is important to remember that the electoral roll that has the Central Electoral Board which has integrated the photo, name, and has a number, and that in addition to that has the address of the elector and the place where votes, was built under the guidance of the OAS, i.e., the padrón before us today is the result of a cooperation agreement which carried out the Dominican Republic with the OAS", added.
In that order, u000aRosario pointed out that if the experiences were positive in the past and if the OAS has contributed to the strengthening of the system poorly made the JCE and the country if they do not use these experiences that somehow have allowed that Dominican Republic is now one of the countries of further consolidation in the aspect democratic.
The JCE President said that for those reasons he feels proud to sign the Convention, and expressed their satisfaction with the attitude of openness that have taken place in the OAS.
"And to sign this agreement that will allow to audit voter registration and is audit, the transmission of results and electoral calculation system, do it with the security that the OAS will bring added value to the levels of transparency that we have in the Dominican Republic in administration and electoral management", said Rosario.
The President of the PVE made a commitment that OAS will have all u000athe doors open, and may recommend any action it deems necessary, "because we know where it will be in the best interests of the Dominican people".
The Act
Rosario arrived at the OAS headquarters at 10: 45 minutes of the morning yesterday, where he was received by officials of the Agency and the Dominican Ambassador in this headquarters, Roberto Saladin, among others.
In the signing of the Convention Rosario and Insulza were accompanied by Duly Brutus, Chairman of the Permanent Council of OAS and Permanent Representative of Haiti to the body, and Roberto Saladin, Dominican Ambassador to the OAS.

Former President of URUGUAY head DE LA mission
observation of the elections the Secretary General of the OAS, José Miguel Insulza took advantage of the signing of the Convention to announce that the agency appointed the former President of Uruguay, Tabaré Vázquez, as head of the mission to be sent to the country to observe the elections of 20 of u000amay.
"Have already agreed to be there in the elections day 20 May and before and after that, and so already have appointed head of the mission to the former President of the Eastern Republic of the Uruguay, Dr. Tabaré Vázquez, a person that will give this electoral mission height and the importance for us", concluded Insulza.
It is recalled that the OAS was one of the first agencies and entities to whom the JCE requested that they come to observe the elections on May 20.
