The country needs to have the Congressional Act of water approval, a draft of which has seven to eight years pending in the House, since it guarantees the policies to be applied from what the director of the Corporation of the aqueduct and sewer of Santo Domingo, Freddy Perez, called a "Superintendencia de Agua".

The official stressed the importance of having such legislation and that the population understands that water is a service vital.

To participate as invited to meet LISTÍN DIARIO in globalization, the director of the Caasd, emphasized that the tool that is needed is the law, because the country has water in quantity and only has pending complete infrastructures.

Thereon, revealed that the Caasd produces 382 million gallons of water every day, but more than 50% is wasted and therefore it is important to produce 7 cubic meters above the current production, to then create u000apeople meter, but that culture is needed of water law. Pérez was accompanied to the meeting which coordinates the economist John Guiliani Cury to this editor and with the participation of the director of LISTÍN DIARIO, Miguel Franjul, Valentín Sánchez, Manager of the Caasd, and Luis Arturo Carbuccia.

In the country there is a water table, which is the preamble if Congress approves the law of water and a water Observatory, which is in charge of the National Institute of water resources (Indrhi).

La Caasd was created in 1973 and today manages the service to 3.5 million inhabitants between the Distrito Nacional and Santo Domingo province, which has a structure which has remained small in some areas.

La Caasd, according to its director is based from the collection of the service which gives 994,000 cadastral users, but only 13 per cent pay, leaving the remaining 87% defaulters as.

The u000aofficial defended the quality of the service coming out of the pipes, which is monitored by the World Health Organization (who) and the Pan American Health Organization (PAHO). He pointed out that it is not true that bottled water is of higher quality than that offers the Caasd, because that entity is the only body that has plants treatment.

Explained that the water quality is an issue and is handling the population gives it, a large number of houses has tanks, which must be given maintenance of cleaning once a month or at least every six months.

He indicated that the CAASD guaranteed 97% of water quality that serves more than 400 points of Santo Domingo, entity that also has laboratories quality.

Pérez nevertheless acknowledged that there is failure because an aqueduct is like the human body than when there is a leak low pressure. He raised inter alia the need to build a u000asmall prey in the Haina River, in Peter Brand, and stressed that the entity makes efforts to provide a quality service and raise awareness of the payment of the service. He is aware that the beginning of the solution is the placement of gauges.

LA demand REAL of water in the CAPITAL
study

the CAASD director said that the entity's responsible for the supply of water in the Capital. Inecom, a private institution, conducted a study that found that demand is 25 m3 (cubic metres) and only produces 17 m3, which is why there is a shortfall of 7 m3, and that is what you have to sectorizar the service. Pérez says that you ideally give more amount of water.

Service.
88% Is metered service, and 12% is direct, and therefore ideally will be placing meters. The gauges cost US$ 100 (the buying and installation). Perez also said that every month the Caasd collects RD$ 75 million. The cost of producing 1 cubic metre u000awater is RD $19.69 and placed to RD$ 9 to the population, indicating that the Government has to give a subsidy high.

Collaboration.
La Caasd is engaged in the task of telling people who are working but need their cooperation, recalling the slogan which says that "water is life, you do not waste". In Santiago, he said, is paid 43 cents the m3, and in Santo Domingo only pays to 13 cents.

Mission.
The Mission of the Caasd is its commitment to citizenship in quantity and quality, cover 100% of the demand of the population, and being a sustainable company.
