The Act of initiation of the joint operation was conducted at the headquarters of the Ministry of the armed forces with the presence of the Minister, lieutenant general Joaquín Virgilio Perez Féliz, and the Chief of police, major general José Armando Polanco Gómez.

The services offered through the operational include change of military to civilian status and vice versa, change of address, correctness of the data and the biometric data, including registration. Rosario Márquez said that the services are free to members of the armed forces and the national police to not affect the salary of the soldiers and as a way to contribute to the cleaning of the electorate.
"A significant amount of people who were in civil status entered the armed forces and national police and may, however, appear on the roll of voters as civilians and military still could appear to the right to vote, and if not fix that could create a confusion is not necessary for the electoral process," said u000aRosario Márquez.
The President of the JCE, who was accompanied by the Member of the JCE, César Francisco Féliz Féliz, responsible for the disabled and Cancelados, Commission thanked the collaboration of the Minister of the armed forces, Felix Perez, and the chiefs of staff of the various military institutions, major general Gilberto Santiago Delgado, of the air force; major general Pedro Cáceres Chestaro, national army; Vice Admiral Nicolas Cabrera Arias, head of the Navy, and major general Jose Armando Polanco Gomez, head of the police national.
