Of the institution, Rupert Colville, spokesman said that Haitian and international humanitarian organizations "have been documented sufficiently serious violations of human rights, including torture, rape and extrajudicial executions".
Spokesman reiterated that the OHCHR "reminded repeatedly to Haiti his absolute obligation" to investigate these serious allegations and prosecute those responsible. "We are extremely disappointed that Duvalier can not be accused of any of these crimes against human rights, despite complaints...", said the u000aspokesman.
