Viewed 13 times.The World Trade Organization (WTO) yesterday released the final report which responsibility to Dominican Republic of having violated the trade rules which is subject to imposed tariffs on Central American imports of tubular fabric and polypropylene sacks.
The report confirms the preliminary that last October issued that Dominican Republic failed in their trade obligations by imposing a rate of up to 38% on imports of Central American of tubular fabric and bags of polypropylene are used to package food and agro-industrial products and industrial.
The decision is the result of a claim by Costa Rica, Guatemala, Honduras and El Salvador against the decision of Dominican Republic of applying that rate on the basis of the safeguards agreement of the WTO, that allows to temporarily impose a prosupuesto pipeline to protect production national.
The claimants argued that not u000aThis "safeguard", would be justified because it could not demonstrate injury to the domestic industry, so the decision to Dominican Republic was simply applying a tariff illegal.
The report concludes that the Dominican Government acted "incompatible" with the safeguards agreement and the General Agreement on tariffs and trade (GATT), and rejects the allegations made by the Caribbean country which argued that these two treaties were not applicable.
Panel that prepared the report points out that with his performance the country has reversed or undermined the benefits of exporters and considers that it has not been tested that there was an alleged increase in imports that cause damage to the domestic, industry and even the very existence of harm serious.
Stated that it does not consider necessary to pronounce on the Dominican request that the WTO was unwilling because the dispute is embedded in the u000atried to free trade between this country and the Central American countries.
